APPLICANT REQUESTS THAT:

Her enlisted duty history be reflected on her career data brief 
(CDB). 


APPLICANT CONTENDS THAT:

Her enlisted duty history from Sheppard AFB, TX is missing from 
her active duty officer CDB. 

The applicant’s complete submission, with attachments, is at 
Exhibit A.


STATEMENT OF FACTS:

According to the applicant’s military personnel records, she was 
honorably discharged from the Regular Air Force in the grade of 
senior airman (E-4) on 27 May 01 and was credited with 10 years 
and 15 days of total active service.

The applicant is currently serving on active duty in the grade 
of captain (O-3).  The Duty History Section of her CDB includes 
a description of her duty history that includes both enlisted 
and officer duty titles.  

The remaining relevant facts pertaining to this application are 
contained in the memorandum prepared by the Air Force office of 
primary responsibility (OPR), which is attached at Exhibit C.    


AIR FORCE EVALUATION:

AFPC/DPTOS recommends denial indicating there is no evidence of 
an error or an injustice. The applicant’s enlisted duty history 
should have been deleted upon reentering the military as an 
officer.  Enlisted duty history has no bearing on officer 
promotion boards or member’s record.  Per the Duty Status 
Personnel Services Delivery (PSD) Guide, “Air Force officers 
with prior enlisted service will not maintain their enlisted 
duty history in the Military Personnel Data System (MilPDS).”

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 27 Oct 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant’s complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR) and adopt its rationale as the basis for our conclusion 
the applicant has not been the victim of an error of injustice.  
While it appears as though the applicant’s career data brief 
reflects a portion of her duty history from when she was an 
enlisted member, it appears as though these duty titles were 
erroneously retained in her records since she became a 
commissioned officer.  Therefore, in view of the fact that 
enlisted duty titles should not appear in the applicant’s 
records, we find no basis to recommend granting the applicant’s 
request that her records be corrected to include additional duty 
titles from when she was an enlisted member.  Therefore, in the 
absence of evidence to the contrary, we find no basis to 
recommend granting the requested relief.


THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
